[pptp-server] PPTP crypto and management Problems

I had the same problem with my Win98 machines when I tried to add the
encryption support to pppd.  For me, the connection appeared to connect
properly, but no traffic was allowed through the connection.  Installing the
"Microsoft Windows98 Dial-Up Networking Security Upgrade" solved the
problem.
