[pptp-server] NMB Packet send failure during election with PPTP connection

Sure, I can do that, but my worry is not so much the election process but
the packet send failure due to "invalid argument." I don't get those error
messages for machines directly connected to my LAN.

go into network control panel, file and print sharing, properties, turn off
the master browser  (set to disabled.. assuming win9x) windows is lame and
always decides it is the master browser whenever it joins a network.
