maybe it's not that important to your problem but
I would expect "local IP address" to be from
your local pool ( 10.0.1.169-180 ) ..?

On the problem of not getting beyond the machine. IMO this
would need routes on your outside routers reflecting that 
the 10.0.0.0 net is reachable via 64.26.134.241, 
proxyarp may not be sufficient.
