[pptp-server] Adding support for MS-CHAPv2 and MPPE

Go to http://mirror.binarix.com/ppp-mppe/ and get Charles Howes'
linux-2.4.16-openssl-0.9.6b-mppe.patch.gz

Should work for kernel 2.4.x
And it doesn't mean you have to install openssl-0.9.6b, but it's based
on it.
