[pptp-server] Windows 98/95 DUN errors: 650, 629, 640

I found a solution that has worked for me.  I was getting the whole 650,
629, 640 stuff that didn't work.  I went and looked at MS's support
site, and found the following article:

Basically, what I have been doing (and I assume everyone else because
it's in the directions for win9x client setup) is going into network
ctrl pannel and install the VPN adapter.  That won't work, you MUST
install it using the add-remove programs tool, go to
windows->communications and install VPN support.  If you have already
done it like the Win9X setup says to do, you must uninstall it (just
uncheck the box), then re-install it.  That should get it up and running
for you.
