[pptp-server] a future poptop?

this would most definitely be a compile option... I (as well as David and the
other guys) want PoPToP as small and efficient as possible. I'm actually
starting to think twice about it now anyway (I checked out vpnd).

PoPToP's advantages lie in its windows compatibility.
