[pptp-server] PopTop w/ MPPE dosen't work with NT4 client?

I don't have an NT machine to test with, but I suspect that this is an issue
similar to  what happened with Windows 98.  You have to run an upgrade against
the machine to get the encryption working.   Seems like the original version of
PPTP from Microsoft was not implemented properly, and they went through an
iteration to get it write.  The most promising lead I found on the Microsoft
