[pptp-server] Unsupported protocol

I'm getting this same problem with a client of ours...  A million 'unsupported
protocol' messages with different protocol numbers from a Win98 box.  The
owner of the Win98 box is a stickler for applying Windoze updates, so the box
is probably one of the most up-to-date you will find -- I suspect M$ changed
something ;)

I'm willing to spend time on this, even researching and/or verifying and/or
fixing what might be wrong, if someone could give me a hint.  Note that
IP header compression is turned off (without tracing the sources, this is
the only thing that I could think of which might be wrong).
