Yes.  PPTP requires an IP connection end-end.  More specifically, it
requires that TCP port 1723(?) and GRE (IP protocol 47(?)) be clear from
end-to-end.

Be aware that there are complications if there is anything in the middle
doing NAT.

So you have something like a network with some PPTP clients, connected by
whatever IP connection to the PPTP server?

That sounds reasonable, but whatch out for IP filtering and NAT.
