[pptp-server] Win98 IPCP not starting

After way too much digging and crying, I've come to the conclusion that
Win98 (First Edition) is a big ole piece of trash.  The problem is simply
that Win98 will not attempt to start an IPCP protocol layer.  It seems to
be only on this laptop (for now).  My Win95 box works great.  Perfectly,
in fact.  I have no issues with connecting from any other machines (all
Win95) and setups are identical.  My rope is getting tighter.  I'm already
at the end of it.
