either your kernel is compiled wrong or you're out of file descriptors.
do:

netstat | wc -l

what is the result?  If it's a really really high number then you're
probably out of file descriptors.  I think if you edit
/usr/src/linux/include/limits.h you can increase the maximum... you'll
have to recompile the kernel, of course, but...
