[pptp-server] Is it possible to allow all linux users with password to access PoPToP vpn with out adding chap-secret?

Incorrect.  CHAP *requires* that the server be able to access the
cleartext of the password being used.  You can never use CHAP to
authenticate against a Unix password file.
