[pptp-server] Wrong netmask

It seems win9x follows the old classful way of calculating the netmask
based on the ip address.
We had 10.x.x.x (but with 255.255.255.0), which is class A, and it used
to choose 255.0.0.0 (default netmask for class A).
Now we have 192.168.x.x, which is class C, and it chooses 255.255.255.0.

You have 172, which should be class B, and so it chooses 255.255.0.0
(default netmask for class B).
