[pptp-server] GRE with cisco IOS IP Plus on version 11.1

Also note:  IP Plus is basic IP....it doesn't include support for IPSec,
firewalling etc.  You need a different feature set to get support for that.
There *may* be support for basic GRE tunneling in IP Plus but I doubt
it....haven't checked, though.

Well, from the ciscom page you have to have at least version 12.1  You state
you have version 11.1.  Therefore, the problem is at least your router.
