[pptp-server] MPPE works with chapms, not chapms-v2

But I found no 128 Bit enrcyption-Patch for any Win on the MS-homepage.
SP6 for NT 4.0 has no 128 Bit enrcyption ....
 - doesnt matter right at the moment
