Maybe some of the machines just aren't working?  I found that sometimes the
VPN just doesn't work due to the Windows client box being confused about
it's network stack and (if I turned up debugging on pppd to see) rejecting
the 'IP' protocol and sitting there with a connection with no protocols on
it.  Suggested solution is to completely re-install the network stack (delete
everything, restart, add everything and configure, restart).  I didn't try
this since the person who had the problem didn't have the time to stay and
try and fix it.
