try setting
wins support= yes 
on the samba server
and set your wins server on the pptp on the win9X machine to be 192.168.1.2

or make an lmhosts setting for your win9X machine that says

192.168.1.2 sambaserver

(put lmhosts in c:\windows)

see if that helps.
