[pptp-server] MSCHAPv2 and RC4 pppd patch

Hiya all,

Thanks to Árpád Magosányi and Tim Hockin you can grab a pppd-2.3.8 patch
that adds support for MSCHAPv2 authentication and Microsoft compatible
encryption. The encryption is RC4 and is **not** included in the patch
for obvious reasons... You can grab the RC4 files from somewhere else
though (see the README.MPPE).
