[pptp-server] Peers can't connect but don't see each other

check to make sure that the windows boxes have the ip of the linux box as a
gateway in their tcp settings, and that you have the appropriate routes set
up on the linux server. Also make sure IP forwarding is on. you won't need
ARP at all
