[pptp-server] Lots of Concurrent PPP interfaces

Yes I saw the discussion in the June 1999 archives.  The 100 limit is the
dev_alloc_name () found in /usr/src/linux/net/core/dev.c

It was hardcoded to 100.  The other limits are apparently straight forward.
