You could assign these people IPs in the /etc/ppp/chap-secrets file. I'm
sure this works where pppd will report "Peer is not authorized to use remote
address 192.168.1.100" (example taken from my logs).

Your firewall rules should kill anything out of this IP range as a normal
firewall would.
