[pptp-server] Quality of Service-Linux

Has anyone had any luck implementing quality of service on the poptop
service.  I would like to limit the available bandwith for the entire poptop
service rather than on a per user basis(Although per user is ok if
necessary).  The research I have done tends toward this not yet being
possible in linux, but I wanted to see if anyone else had any experience
before I gave up on it entirely.
