Yes, but as someone pointed out on this list, you just need to download
128 stuff from ftp servers and manually copy the vxd file in its place
and then it will work.

I used
http://ftpsearch.lycos.com/?form=medium
and searched for "dun128".

Since non-US winme's can do 128 out of the box, I think there's no
problem "upgrading" win9x.
