Yes, these can be set as options in either your ppp/options file or your
pptpd.conf file (or even in connection specific files).  The options you are
looking for for DNS and WINS are:

ms-wins
ms-dns

Not sure how you would set the DNS suffix, but I'm fairly sure it can be
done.
