[pptp-server] pptp doesn't select tunnel IP addresses

Hi,
I compiled a linux 2.4.18 kernel with the
linux-2.4.16-openssl-0.9.6b-mppe.patch.gz patch, and pppd 2.4.1 with the
ppp-2.4.1-openssl-0.9.6-mppe-patch.gz patch. I downloaded, compiled, and
installed poptop 1.1.2, and my config files are listed at the end of this
message. Immediately following my comments are the results of a "tail -f
/var/log/messages /var/log/syslog" for your easy perusal.
My problem is that I can't connect to it with my win98se machine, which
connected to a previous poptop installation just fine.
As you examine these logs, you'll note the lack of
"Local IP: 192.168.2.1" and "Remote IP: 192.168.2.128" lines; this is my
best guess as to the problem. No connection works, and as far as I can see,
a set of IPs are not selected for the tunnel.
One possible issue that comes into play--the machine running the poptop
installation previously had an internal NIC on the 192.168.2.x network. This
is the same machine--but it's no longer performing firewall duties, and as
such lost the /dev/eth1 ethernet card.
So between a new kernel, a new pppd, a new pptp, new config files, and a
loss of a card on 192.168.2.x (and thus the loss of a route there),
something appears to have messed things up. Any recommendations of what is
wrong here?
I have also attempted to bypass pptpd by starting the pptpctrl(8) command
directly, using the following entry in /etc/inetd.conf:
pptpctrl stream tcp nowait root /usr/sbin/tcpd /usr/local/sbin/pptpctrl 1 1
/etc/ppp/options.poptop 0 0 0 0 --buffer--
